10-year Virtual Power Purchase Agreement (VPPA) covers 370 GWh of renewable electricity per year from two iconic Romanian projects: Dama Solar and the Dunarea East Wind Farm

One of Romania’s first multi-technology PPAs, Ahold Delhaize will contract approximately 14% of the combined output of the two projects

Bucharest, Romania, 5 November 2026 – Rezolv Energy, the independent renewable energy producer backed by Actis and Mubadala, and Ahold Delhaize have signed a 10-year Virtual Power Purchase Agreement (VPPA) covering renewable electricity generated by two of Rezolv Energy’s major projects in Romania: the 1.3GWp Dama Solar project and the 300MW Dunarea East Wind Farm.

The VPPA will cover 370 GWh of renewable electricity per year from the two projects, making it one of the largest corporate renewable energy agreements ever signed in Southeastern Europe and one of the first in Romania to combine solar and wind energy in a single deal.

Together, the two projects are expected to generate approximately 2,580 GWh of power each year – equivalent to almost 5% of Romania’s total electricity consumption in 2025 – and Ahold Delhaize will cover approximately 14% of the combined output. The company will receive Guarantees of Origin for 10 years, starting when the two projects enter commercial operation in 2029.

The agreement is the first virtual PPA signed for both Dama Solar and Dunarea East and provides further evidence of the growing corporate demand for large-scale renewable energy in Romania. The deal is Rezolv Energy’s eighth virtual PPA in Romania and Bulgaria, and the first with a company from the retail sector.

About Dama Solar and Dunarea East

Dama Solar is a 1.3GWp solar project in Arad County, western Romania, which will become the largest onshore renewable energy project in the European Union once operational. The solar park will cover more than 1,000 hectares and will generate around 1,800 GWh of clean power annually – equivalent to around 36% of Romania’s total solar electricity generation in 2025[1].

Within the Dama Solar site, Rezolv Energy has set aside 82 hectares for a nature reserve on land that could otherwise have been developed for generation – one of the largest private-led nature restoration areas integrated into a solar project in Europe.

Dunarea East is a 300MW wind farm in Constanța County and forms part of the Dunarea East & West Wind Farms, one of Europe’s largest onshore wind projects.

Both projects were awarded Contracts for Difference (CfDs) in Romania’s second CfD auction in 2025. The three successful bids covered 731.2MW of combined capacity.

Lenka Duskova, CFO Ahold Delhaize Europe & Indonesia said: “We are pleased to support the development of these wind and solar projects in Romania, which will add new renewable capacity to the grid while contributing to a more sustainable future for the communities we serve.”

Alastair Hammond, CEO, Rezolv Energy, said: “This is one of the largest and most important corporate renewable energy agreements ever signed in Southeastern Europe. By committing to such a significant share of the output from these two iconic projects, Ahold Delhaize has become a key corporate investor in Romania’s energy transition.”

Jaroslava Korpanec, Head of Central and Eastern Europe, Infrastructure at Actis, said: “This is the first virtual PPA covering both Dama Solar and Dunarea East, and Rezolv Energy’s first with a retailer. We believe it is illustrative of how a growing number of corporate buyers from different sectors will secure renewable power in Romania: long-term, at scale, and across solar and wind.”

Rezolv Energy has a 2.8GW portfolio of large-scale renewable energy projects in operation, construction or late-stage development across Southeastern Europe. As well as Dama Solar and Dunarea East & West, its portfolio includes the 461MW VIFOR Wind Farm in Buzău County, Romania, the first phase of which entered commercial operation in October 2026, and the 225MW St. George solar park in Bulgaria, which was commissioned in May 2026.

[1] Based on data from Ember, Romania produced 4.96 TWh of electricity from solar in 2025. At 1.8 TWh per annum, Dama Solar is therefore 36.3% of this total.
